Time.
Time is not a resource to be managed. It is the raw material of judgement.

The age has organised the confiscation of thinking time. Urgency has been raised to a method, solicitation to a discipline.
Yet to govern is first to command one's time. Whoever no longer commands it no longer decides: they consent. This is neither inevitable nor a matter of personal organisation. It is a matter of government, and is handled as such.
